Alexandr Dobrovolskiy has been working in the coal industry for over 28 years, including 12 years at the head of JSC Urgalugol, the only coal mining company in the Khabarovsk region. Appointed General Director of JSC Urgalugol in April 2004.
From 1986 to 1995, Alexandr Dobrovolskiy worked at the Karagaylinskaya mine of Closed Joint Stock Company Kiselevskugol in different positions: Underground Mine Foreman, Deputy Chief Engineer for Management of Underground Works, Head of the Underground Section. From 1995 to 2002, he worked at the Kholboldzhinsky open pit of JSC VostSibUgol in the Republic of Buryatia in the following positions: Chief Engineer of Underground Works, Deputy Director of Underground Works, Director of the Bain-Zurke mine, Deputy Production Director. In January 2003, Alexandr was appointed Head of the Environmental Safety Department of the Industrial and Environmental Safety Administration, the Technical Department of OJSC Siberian Coal Energy Company. In November 2003, he became First Deputy General Director of OJSC Urgalugol. In April 2004, Alexandr was appointed General Director of OJSC Urgalugol.
Alexandr is a member of the Legislative Duma of the Khabarovsk region, a member of the Board on Matters of Local Significance attached to the Head of Verkhnebureinsky municipal district.
The policy pursued by Alexandr Dobrovolskiy aimed at the development of production capacities has enabled the company to enter the top 20 of the largest coal producers in Russia.
According to the results of the year 2012, the Khabarovsk regional Government awarded JSC Urgalugol with a diploma and the Best Exporter of the Khabarovsk Region title in the most Dynamic Exporter category.
In 2006, Alexandr Dobrovolskiy was awarded the Honorary Worker of the Fuel and Energy Complex title, in 2004 the Honorary Worker of the Coal Industry title. He was awarded the Miner’s Honour badge of III, II, I degrees (2000, 2007, 2009). For high professionalism and excellent production figures, Alexandr was awarded the golden badge of the Higher Mining Council, the Mining Industry and Mining Sciences Support Foundation, the Miner of Russia (2007).
Education and qualifications
Alexandr graduated from Irkutsk Polytechnic Institute with a degree in Technology and Overall Mechanization of Underground Mining, Candidate of Science (Engineering).
